Childcare centre converted from car park space to open at Wisteria Mall

Knight Frank was assigned to inform Schroders on the guidelines, terms and conditions of the CSFS and ECDA licensing framework, along with confirming the demand for child care services in the local area.

Schroders obtained the shopping center from BBR Holdings in 2022 for $208 million. The shopping center is the retail component of 99-year leasehold, mixed-use property development The Wisteria in Yishun, that includes a 216-unit condo unit.

A new daycare facility is placed to open at Wisteria Mall on July 1. Located at the mall’s 2nd floor parking area, the preschool is the first child care hub under URA’s Community/Sports Facilities Scheme (CSFS) switched from parking area space says Knight Frank Singapore in a June 25 announcement.

“We are delighted to bring the very first CSFS child care centre that has been turned from parking area to Singapore,” explains Andrew Moore, head of real estate for Asia Pacific at Schroders Capital.

According to Knight Frank, the necessity for a child care facility to service the surrounding neighborhood had been recognized by the shopping mall’s owner– global investment management business Schroders– since early last year. As Wisteria Shopping mall was already developed to its highest allowable GFA, the company tapped on the CSFS to change area of the remaining parking lot space right into a child care center.

The CSFS gives incentive gross floor area (GFA) to developments for the purposes of community and sports uses, subject to an overall limit of 10% of the optimum acceptable GFA for the place under the Master Plan or 21,528 sq ft, whichever is lower.

The brand-new facility will be run by Artemis Preskool and is supported by the Early Childhood Development Agency (ECDA).

At the same time, CBRE was selected as project manager to oversee building and construction plans and submissions to pertinent bodies to acquire the necessary statutory approvals, providing URA authorization for the change of use.

He includes that brand-new facility will broaden Wisteria Mall’s lifestyle offerings at Wisteria Mall and becomes part of Schroders’ ongoing rejuvenation of the shopping center ever since acquiring the property.

According to Knight Frank, the reconstruction demanded substantial physical infrastructure to support the centre’s tasks, a brand-new passenger lift leading to the new facility, dedicated parking lots for clients, and secure accessibility to an outside play area in a close-by HDB estate. The entire planning and construction process took over 14 months to finish.
